Minutes of the November 5, 2007 meeting of ROG at the All
Saints Church.
The meeting was called to order at 7:35 p.m. by ROGs president, George
Harman.
The minutes of the October 1, 2007 meeting were approved as submitted along
with the correction by email of the date of the next meeting.
Treasurers Report: Larry Dobres reported that the bank balance will
stand at $2,262.54 after a deposit is made of $165.00 collected in annual
dues.
Elected Officials:
Julie Lynton-Brown introduced herself as the new constituent representative
for the 4th Councilmanic District office of Ken Oliver. She can be reached
at 410-887-2450.
Norma Bosley, speaking on behalf of Delegate Dana Stein, asked that residents
forward their concerns for the regular session to the delegate.
Marcie Goodman of Bryan McIntyres office reported that there are 90
zoning issues filed so far for the 3rd district. Of possible interest to
the community: the Gwynns Falls Conservation project will be starting shortly.
George Harman made the general announcement that elected officials are always
welcome to speak briefly at ROG meetings. Going forward into election time,
candidates for office are also welcome to make brief remarks.
Committee Reports:
Transportation: The East Cherry Hill bridge over the railroad tracks is
scheduled for 2008. Another bridgeNew Town to Red Run Blvd has begun.
Zoning Enforcement: Ongoing issues: RV at 44 Franklin Valley Circle; also
the red dumpster on Bond Avenue.
*Representative from code enforcement is scheduled to attend the December
meeting.
Education: Jon Schwartz advised us that this years school student
counts will be reported at the Nov. 6th Board of Ed. Meeting.
Legislation: House Bill #23 proposes assessments to fund the clean up fund
by dividing structures into designations of up to 1500 sq ft
paying $5/yr, then over 1500 sq ft a greater amount applying to commercial,
industrial and residential buildings. The funds would be divided between
the county and the state environmental fund.
Hearings: George has received notices re:
CHAI announcing a meeting on Nov 29th at 5pm concerning Weinberg Villages
next housing section.
CIM for Nob Hill East on 11/15/07 at 7 pm in the library about the proposed
16 single family homes.
Invited speaker: Circuit Court Judge Pat Stringer introduced himself to
the members and gave a brief bio. He will be running for election in 2008
for a 15-year term after completing an appointment by Gov. Ehrlich.
Zoning/Property Issues: 108 Main Street on 11/7/07. Reisterstown Volunteer
Fire Dept. wants to confirm they can build another wing onto their existing
building.
11/6/07 Berrymans Lane. Variance requested by the Whitcrafts to erect
a garage greater than the footprint of the existing dwelling.
11/19/07 217 Main Street. Development Review Committee meeting for a 14
x 31 2-story addition.
A special note: George cautioned the members present that ROG should stand
opposed to commercial companies buying up residential property in the upcoming
zoning issues.
Presidents Report: Glyndon Volunteer Fire Dpt has withdrawn its request
to raze the house on its property.
The proposed by-laws changes will be brought before the members for a vote
at Decembers meeting.
The WAWA hearing in front of the zoning commissioner is scheduled for December
10th. George is planning on attending.
New Business:
A brief discussion was led by Mary Molinaro about the misconception that
Reisterstown is a designated renaissance area when, in fact,
it is not. It is, however, part of a revitalization area. George
tabled further discussion for a later date.
Old Business:
The filing for reinstatement of ROGs corporation status with SDAT
is still pending. A signature was missing on the initial form and it has
now been resubmitted. To be continued

UPDATE FROM GEORGE HARMAN
Two items:
1 - Regarding our the Dec 3rd meeting. Please check with your president
and board membership regarding potential voting on motions regarding the
proposed WAWA. You should be prepared to vote the will of your membership.
In addition to testimony by ROG, each individual and community group is
strongly encouraged to express their respective positions verbally and in
writing. Written testimony should be mailed to the Zoning Commissioner prior
to the Dec 10 hearing and reference the case number previously sent to you.
2 - I just got a second change notice for the Knob Hill CIM. The Nov 15
and 29 meetings have been canceled. The CIM is now scheduled for Thur.,
Dec 13 at 7:00 at Glyndon Volunteer Fire Department.
