Minutes of the September 8, 2008 meeting of ROG at the All Saints Church.

The meeting was called to order at 7:35 p.m. by ROG’s president, George Harman.

The motion to approve the minutes of the August 4, 2008 meeting was made by Bruce Galanter and seconded.

Treasurer’s Report: Our bank account stands at $2,169.92

Reports from our elected officials:
Report on patients at Rosewood
Dana Stein presented an overview of the status of the remaining patients after meeting with the head of Rosewood, Dr. David Day—20 forensics, 9 of which are considered to be dangerous to the community if they should escape. These 9 will be transferred shortly to Springfield facility in Sykesville. The remaining 11 will remain until such time as the 127 Rosewood patients are moved into group homes in communities close to where they originally came from. This should take place during the first half of 2009. In particular, the 11 forensics will be placed in group settings where they can be monitored 24 hours-a-day.

Senator Zirkin/Vickie Almond: Senator Zirkin is working with the Maryland Bankers Association to help citizens facing foreclosure. Anyone knowing someone needing help should contact Vickie so they can be referred to the proper agency.

The District 11 team is holding outreach meetings in the community with an open forum format:
Sept 12, 8:30 am at Lenny’s
Oct 28, 7 pm at Pikesville library meeting room
Nov 13, Noon at Reisterstown Senior Center

Adele Kass for Kevin Kamenetz: CZMP period is over. Change in Rosewood zoning denied. Mr. Kamenetz wants an overall plan for the property, not just certain parcels. The overlay maps giving the zoning changes will be finalized within 45 days of the CZMP close of 8-26-08. All issues are online and divided by district.

Committee Reports:
• Police – Officer Krueger spoke of his interest in group homes (he is self-appointed, group-home regulation “database”).

• Library – Barbara Salit-Mischel discussed after-school issues for middle schoolers. The entire staff is undergoing training in middle schoolers’ behavior. The library is trying to address the problem of the middle schoolers overwhelming the library space (without the support of Franklin Middle School) while providing a safe place for the kids before they are picked up by their parents.

• Code Enforcement – George attended a zoning enforcement hearing re: the three-apt. house on Hanover Pike. The outcome being that county officials require proof that the house has three separate leases signed by the owner!

Old Business:
Cedarmere Rd./Anthony Jewelers has withdrawn the request for parking in the rear of the building.

CIM meeting – September 24 at 7:00 pm at Franklin Elementary for the “out parcel” across from the Delight Quarry on Franklin Blvd requesting a variance on the required setbacks.




A motion was made by Bruce Galanter to support the community surrounding the PUD Plinlimmon, if so requested. The motion was seconded and approved.


The next meeting will be on Monday, October 6, 2008 at 7:30 pm.
