December 2007 Minutes

Minutes of the December 3, 2007 meeting of ROG at the All Saints Church.

The meeting was called to order at 7:35 p.m. by ROG’s president, George Harman.

The minutes of the November 5, 2007 meeting were corrected to show the title for Julia Lynton-Brown as working for County Executive Jim Smith in the Office of Constituent Affairs. The minutes were then approved as corrected.

Treasurer’s Report: The bank account currently stands at $2,292.54.

Elected Officials:
Adele Kass announced that the 2nd Councilmanic District has a final total of 55 issues filed for zoning consideration.
Norma Bosley, speaking for Dana Stein, reported his disappointment with the special session—in which he voted against the sales tax increase.

Guest Speaker:
Mike Mohler, Deputy Director of Permits and Head of the Code Enforcement Department for Baltimore County, reported on the updating efforts of the department: Inspectors (numbering 28) now have cell phones equipped with GPS, inspectors have been issued uniforms to make identification easier in the field, and the department is undergoing computerization.
Mike’s department is complaint driven and is proud to report a 98% effective rate for handling complaints in a 24-hour turnaround time frame. An activity that is not complaint driven is the “sign detail” team that picks up the roadside nuisance signs when placed on county or state property.
Knowing that signs are a big concern of ours, Mike brought Mr. Len Wazaluski of the county zoning department who is the “sign expert” to answer our questions.
Len referred us to the Baltimore County website for specific details of the county code and zoning enforcement.
Several areas of concern were voiced by those present: commercial vans/trucks parked in driveways and streets, real estate signs, flashing message signs, community entrance signs, pan handling at intersections, car dealers parking cars & trucks on grass areas.
Both gentlemen encouraged concerned citizens to call Mike Mohler at 410-887-3375 or email him at mmohler@baltimorecountymd.gov with complaints.
A brief mention was made that the county is looking into rental registration when homeowners rent out their property.

Committee Reports:
Police: Officer Michael Klein reported on the arrest of 4 teenagers involved in gang-related activity. The teens were affiliated with “The Bloods.”
Officer Klein reminded the group that the Community Outreach Team is available for mediation between citizens. The Outreach officers can be reached at 410-887-6985.
Zoning Enforcement: The previously reported RV on Franklin Valley has now been moved.

Dec. 10th
• Development Review Committee for 639 Main St., Bestcare Assisted Living, Room 123, 1:30 pm Towson
• CPC for Morgan’s Rest, 5 single-family homes at Kendig & N. Academy, 9 am, Room 123
• Zoning Comm Hearing on WAWA, 10 am in Room 407
Dec. 13th
• CIM for Nob Hill, 16 single-family homes, 7 pm @Glyndon Volunteer Fire Dpt.
Dec. 18th
• Zoning Comm Hearing for 12520 Greenspring Ave, 20 ft vs 50 ft setback, 10 am, Room 407.

President’s Report:
George announced that ROGCC’s status as a corporation has been successfully revived!!!

The developer for Delight Quarry has contacted ROG concerning convenants signed by a previous ROG board in 1992.

Old Business:
WAWA – Zoning commissioner will hear opinions on several issues (the zoning change for the residential lots, use of a private road, etc.) and make a decision. An appeal would then be possible.
A discussion followed about what the greatest concerns were for the residents of the area:
Noise concerns, entrances, exits and what the impact will be on traffic on Main Street.
Chartley HOA stated they are opposed to WAWA. The owner of the One-Stop plans to oppose the WAWA and is organizing a bus to go to the hearing in Towson.

New Business: MOTIONS MADE, SECONDED AND APPROVED.
Move Stocksdale entrance closer to the north on Main Street & away from Stocksdale. or eliminate it.
ROG should stand opposed to the issues, but request restrictions if, in fact, the project is approved.
ROG should stand opposed to converting residential property to commercial.

On a lighter note, Hannah More now has a dog park – one for small dogs and one for large.

Reister’s Towne Festival committee invites all to attend the Holiday Party on Dec. 19th at 7 pm at Hannah More in the cafeteria building.
