Route 140 Lane Closures

Dear Senator Zirkin; Delegates Cardin, Morhaim and Stein:

As a part of our effort to keep you informed of State Highway Administration projects in your district, I wanted to let you know SHA will temporarily close two lanes of MD 140 (Reisterstown Road) north of Owings Mills Boulevard for highway construction work starting 4 a.m. Saturday, August 23. The lane closures will allow SHA's contractor, Gray and Son, Inc. of Timonium, Md., to safely adjust pavement levels and resurface MD 140 in the vicinity of the former CSX Transportation railroad crossing in northwestern Baltimore County. CSX recently removed the railroad tracks at this location as part of its efforts to remove unused railroad tracks crossing State highways in Maryland.

SHA will close two lanes of MD 140, (one northbound and one southbound) starting 4 a.m. Saturday, August 23 and ending 5 a.m. Monday, August 25. The weekend lane closures, from Owings Mills Boulevard to Straw Hat Lane, are necessary to ensure worker and motorist safety during highway reconstruction work on MD 140. Crews will work on one side of MD 140 at a time to resurface the pavement and reduce the dip in the roadway. During construction work on one side of the roadway, northbound and southbound traffic will be shifted to the other side of the roadway.

SHA is advising through travelers along MD 140 to avoid the area on Saturday and Sunday and to use I-795 (Northwest Expressway) if traveling between Reisterstown and Pikesville. Motorists going to and from locations in the vicinity of the MD 140/Owings Mills Boulevard intersection and the I-795/Owings Mills Boulevard interchange are strongly encouraged to plan ahead for extra travel time, and to look ahead for the temporary two-way travel pattern.

Landlords Must Register Rental Units

County officials have announced that the new Rental Registration Law is now in effect, and that owners of most residential rental units in buildings with one to six units must be inspected, registered and licensed by the county on or before July 1, 2008. A landlord who fails to comply with this law is subject to a civil penalty of $1,000.

This law, initiated by the County Council and passed on December 19, extends a pilot program in certain neighborhoods to cover the entire county. The purpose of the law is to protect the safety, health and welfare of tenants of by creating an additional procedure for the enforcement of county codes and violations. Tenants of larger apartment complexes are already protected by the County's Livability Code.

NEW PET LAW

Towson, Md. (April 29, 2008) - Pet owners who do not have a license for their cats and dogs could soon receive a $100 violation when Baltimore County Council Bill #80-07 becomes law on May 1, 2008. An added charge will be assessed for each day that owners do not have licenses for their pets. Baltimore County law requires that all cats and dogs four months of age and older must be licensed each year. Notices will be sent to current pet license holders, so that they can renew their licenses by mail. Pet owners must provide proof of their pet’s up-todate rabies vaccination and spay/neuter status.
