General Meeting

April 9, 2002

Minutes

 

Meeting was called to order at 7:15pm. Everyone in attendance was asked to sign the attendance sheet as they entered and if they were a current member and did not have their ballot verify it with the list  and pick up a ballot. All wishing to join can do so and then get a ballot. There were 93 homes represented with 119 people in attendance.

 

 

Joe Molinaro

1. Thanked everyone for attending, asked the steering committee members to stand and be recognized and thanked, introduced the current board of directors, thanked the Chartley Mobil for announcing the meeting on their sign, thanked the owners of Main Street Embroidery for creating and posting the website, and thanked the Reisterstown Volunteer Fire Company for allowing us to use their hall for our general meetings as well as the steering committee meetings.

2. Advised everyone that the meeting was announced in the Community Times, Owings Mills Times, on posters, and sent to 13 neighboring places of worship for posting in their bulletins. It was also announced as well as an agenda and the by-laws posted on the web site at www.marylandtowns.com.

3. Announced that the Association became incorporated  December 28, 2001 in the State of Maryland with non-profit status. You can go to the SDAT’s web site for information . We have opened a checking account with Susquehanna Bank. We have  P.O. Box 408, Reisterstown, MD 21136 as a mailing address for which two board members, Mary Molinaro and Sue Donnelly, holding keys and it is checked daily. Stoner, Preston & Boswell provided the legal services to prepare the Articles of Incorporation and Ray Burden has agreed to provide the tax preparation service.

            4. Announced the current status of the checking account. Prior to this evening there were 160 members and one expenditure was made for $20 to the Franklin High School Variety Show program bring the balance to $1,580. Check signers are currently Sue Donnelly and Mary Molinaro until the new officers take over July 1, 2002.

            5. Discussed the fact that we satisfy the quorum requirements of 25% of the membership which at this point in time is 40 so we can continue on to the election of officers. Please be sure to sign in at the door.

 

Mary Molinaro conducted the election. She announced that ballots were given to each member’s home so they would have the opportunity to see the people who had been nominated so far for each office and agreed to serve should they be elected. All mailed in ballots have been collected and were opened at the time the ballots were collected from the floor. Nominations were taken at the March meeting and calls were made to each person nominated. Each office was announced and nominees asked to stand. Nominations from the floor were asked and the offices were closed. The election was held and the results were Joe Molinaro for President, Tom Black for Vice President, Cindy Smith for Secretary and Mark Smith for Treasurer. Their term of office will begin July 1, 2002.

 

New Business:

1.      Reviewed the handout regarding current membership statistics

2.      Reviewed the proposed budget and it was approved.

3.      Discussed the by-laws but since there weren’t enough copies for everyone and enough time to read them a motion was made and seconded to distribute copies to everyone who did not have access to the website and a decision would be made at the next general meeting October, 2002. After discussion, a unanimous voice vote approved the motion.

4.      Introduced Jay and Carol Payne to discuss the Association’s website which their company in hosting on www.marylandtowns.com. Access is gained by clicking Reisterstown and Chartley Homeowners Association. Notices, documents, and information will be posted. In addition, comments, questions, & suggestions can be emailed to the officers.

5.      Members of each committee were introduced and they discussed the mission of the committee and ideas that have been formulated to date. The following committees have appointed a chairperson: Block Captains-Jane Hienz; Hospitality-Mercedes Upshur; Membership-Sue Donnelly; and Newsletter-Fred Hyman. The following committees have several volunteers and will announce a chairperson shortly: Police Representative, ROG Representative, Zoning/Traffic and Homeowners Assistance

6.      Topics of concern to be addressed were discussed from the attendees:

a.       what is the purpose or mission of the Association? (Joe read the paragraph from the Articles of Incorporation which defines it)

b.      zoning problems and how they should be handled? (letters can be written to code enforcement who will investigate but also notify the neighbor by letter that you have submitted a complaint or call the Councilman’s office and they will followup without using your name)

c.       importance of having a strong voice on issues affecting the community

d.      question of liability insurance that we do not have currently and issues that could be affected because of it.

e.       Citizens on Patrol currently work around the apartments and townhouses – should be consider it for Chartley?

f.        Importance of everyone stepping forward help on a committee which interests them

g.       Safety on the streets and more orderly making landlords handle their tenants

 

Old Business:

            Melvin Freundlich announced

1.      he received an application to have a clean up day sponsored by Baltimore County. A

day has not been arranged yet. We will get a 30 yard dumpster for 4 hours one time

each fiscal year at no cost.

2.      the landlord for Chartley Shopping Center told him that Ever Fresh Produce has signed a lease to take the now closed Super Fresh store.
